Introduction
NASA’s approach to unidentified anomalous phenomena (UAP), commonly called UFOs, does not begin by asking whether an observation is extraordinary. It begins by asking whether ordinary explanations can account for the available evidence. An object remains “unidentified” only until investigators have enough reliable measurements to test competing explanations. If aircraft, balloons, drones, astronomical objects, meteors, atmospheric effects, sensor artefacts and human perception all fail to match the observations, only then does a case become genuinely anomalous. This standard is especially important when evaluating claims of UFO crashes, where dramatic interpretations often emerge long before the available evidence has been systematically tested. Why “unidentified” is only a temporary label
In NASA’s framework, “unidentified” is a description of the current state of knowledge, not evidence for an extraordinary origin. A report is unidentified because the available information is incomplete, not because conventional explanations have been exhausted.
This distinction is fundamental. Many UAP reports originate from unexpected encounters recorded by equipment that was never designed to identify unknown objects. Aircraft targeting cameras, weather sensors, mobile phones and cockpit observations frequently lack the calibration, viewing geometry or metadata needed to determine an object’s true distance, speed or size. How conventional explanations become testable predictions
NASA’s evidence standard relies on falsification rather than elimination by intuition. Every ordinary explanation should make predictions that can be checked against the evidence.
For example:
- Aircraft: Flight records, radar tracks, transponder data, expected lighting patterns and flight paths should agree with the observation.
- Balloons: Wind direction, altitude, drift speed and weather conditions should match the object’s apparent movement.
- Drones: Flight endurance, operating range, manoeuvring capability and local activity should be consistent with what was observed.
- Meteors or astronomical objects: Timing, celestial position, atmospheric entry characteristics and known astronomical events should correspond with the report.
- Camera or sensor artefacts: Optical distortion, compression effects, autofocus behaviour, infrared processing or image stabilisation should reproduce the unusual appearance.

This process also prevents investigators from assuming that every unexplained report has a single type of cause. One incident may prove to be a balloon, another an imaging artefact, and another may remain unresolved because critical measurements are unavailable.
Why multiple independent measurements matter
A recurring recommendation in NASA’s report is that extraordinary claims require more than a striking image or eyewitness account. Reliable conclusions depend on independent lines of evidence.
Ideally, investigators compare several sources simultaneously, such as:
- optical imagery;
- infrared observations;
- radar tracking;
- satellite information;
- weather records;
- aircraft position data; and
- precise sensor metadata.
When these measurements agree, uncertainty falls dramatically. If they disagree, investigators can determine whether the anomaly arises from the object itself or from one of the instruments.
Distance illustrates why this matters. Without knowing how far away an object is, its apparent speed cannot be calculated accurately. A nearby balloon viewed from a moving aircraft can appear to accelerate rapidly because of parallax, while a distant aircraft may appear stationary despite travelling hundreds of kilometres per hour. A practical example: when an extraordinary-looking video becomes ordinary
NASA’s report includes an example originally analysed by the U.S. All-domain Anomaly Resolution Office (AARO). Infrared footage recorded over South Asia appeared to show an object surrounded by a dramatic atmospheric wake.
Viewed in isolation, the video might suggest unusual propulsion or exotic flight characteristics. However, investigators tested ordinary explanations rather than relying on visual impression alone.
They compared:
- longer-focal-length footage;
- commercial flight information;

- the effects of digital video compression.
The result was that the object was assessed as most likely being a commercial aircraft, while the apparent wake was attributed to a compression artefact created during image processing rather than to a physical phenomenon surrounding the aircraft. The lesson is methodological rather than case-specific: striking imagery alone does not outweigh better measurements.
What evidence must fail before an exotic claim gains weight?
NASA does not define a fixed threshold at which a report automatically becomes evidence of non-human technology. Instead, the agency describes a progressively stronger evidential standard.
An exotic interpretation becomes more credible only after investigators cannot reconcile reliable measurements with established explanations despite repeated testing. That means ordinary hypotheses must fail because they conflict with the data—not because they seem less interesting.
A genuinely anomalous case would therefore require evidence such as:
- accurately calibrated sensors;
- preserved metadata;
- independent observations from multiple instruments;
- reproducible measurements of position, motion and timing;
- elimination of known environmental and instrumental effects; and
- consistency across different observing systems.
Even then, the correct scientific conclusion may still be “currently unexplained” rather than “extraterrestrial”. What this means for alleged UFO crashes
The same reasoning applies to claims that a UFO has crashed. Investigators would first ask whether debris, flight records, environmental evidence, material analysis and sensor data are consistent with known aircraft, balloons, spacecraft, drones or other terrestrial sources.
Only if conventional explanations repeatedly fail against verifiable physical evidence would the case become scientifically exceptional. Witness testimony, rumours or dramatic narratives may justify investigation, but they do not replace the requirement that ordinary hypotheses be tested against measurable facts.
NASA’s approach therefore neither assumes every report is mundane nor grants unusual claims special status. It requires each conventional explanation to make concrete, testable predictions and to be rejected only when reliable evidence demonstrates that it cannot account for what was actually observed.
