One of the most debated parts of the Roswell story is the claim that witnesses saw small humanoid bodies being recovered from the New Mexico desert in 1947. In 1997, the US Air Force argued that many of these recollections did not originate from a single 1947 event at all. This explanation remains controversial. Critics point out that the dummy tests occurred years after the alleged UFO crash, making them incapable of explaining contemporary 1947 accounts. Supporters of the Air Force position counter that most detailed body narratives were not recorded until the late 1970s through the 1990s, leaving decades during which memories could have merged with later experiences. The debate is therefore less about whether dummy recoveries happened—they unquestionably did—and more about whether later recollections accurately preserved their original dates.

The Air Force’s explanation centres on a series of classified aerospace research programmes rather than on Project Mogul itself.
Between the early and late 1950s, New Mexico became a major testing ground for high-altitude escape systems. Projects including High Dive and Excelsior used life-sized anthropomorphic dummies to test parachutes and ejection techniques from balloons reaching altitudes approaching 100,000 feet. To local residents these operations could appear unusual:

The 1997 Air Force report argued that many witness descriptions matched these operations surprisingly closely. Why the date mismatch does not end the argument
At first glance the chronology appears fatal to the Air Force explanation.
The Roswell debris recovery occurred in July 1947, while the principal anthropomorphic dummy programmes were conducted several years later, mainly between 1953 and 1959. However, the Air Force made a narrower psychological argument rather than a chronological one. It did not claim that dummies existed in 1947. Instead, it argued that:
- many detailed “body” stories were first collected 30–50 years later;

Research in cognitive psychology supports the broader possibility that autobiographical memories can become reconstructed over long periods, especially when separate events share similar locations, emotional impact or repeated retelling. While this does not prove that Roswell witnesses misremembered specific events, it makes such source confusion a recognised phenomenon rather than an ad hoc explanation.
Competing explanations for body and stretcher reports
The Air Force’s reconstruction did not rely solely on dummy recoveries.
Its report proposed that different witness accounts reflected different real incidents that later became compressed into a single Roswell narrative. Alongside dummy recoveries, it identified other military accidents that may have contributed memories of hospitals, casualties and emergency responses, including a fatal KC-97 aircraft accident in 1956 and a 1959 balloon mishap involving injured airmen. Supporters of extraterrestrial interpretations reject this explanation for several reasons.
They argue that:
- witnesses often insisted they remembered the events specifically as occurring in 1947;
- some descriptions differ substantially from known test dummies;
- several accounts describe child-sized beings rather than full-sized anthropomorphic models;

Critics therefore see the dummy hypothesis as an attempt to retrofit later military activities onto earlier testimony rather than as a demonstrated historical reconstruction.
How memory blending could occur
Whether or not the Air Force’s specific conclusions are correct, the mechanism it proposed is consistent with well-studied features of long-term memory.
Several conditions were present in New Mexico during the decades after Roswell:
- repeated classified military operations in the same broad region;
- similar-looking recovery missions involving restricted access;
- widespread publicity surrounding Roswell beginning in the late 1970s;
- interviews conducted decades after the original experiences.
Under these conditions, memories from different periods can become linked into a coherent narrative that feels internally consistent even if individual components originated from separate events. This process does not require dishonesty. Witnesses may sincerely remember genuine experiences while misremembering when they occurred or which incident they belonged to.

What the evidence ultimately supports
The dummy-recovery hypothesis explains some recurring features of later Roswell testimony: reports of human-like figures, military recovery teams, remote desert operations and unusual equipment all have documented counterparts in 1950s Air Force testing. At the same time, the explanation has an important limitation. Because the dummy operations post-date the 1947 incident, they cannot directly account for any genuinely contemporary evidence from that year. Their relevance depends entirely on the proposition that many influential body stories emerged only decades later and reflect reconstructed rather than contemporaneous memories.
For that reason, the dummy explanation is best understood not as proof that every Roswell body account is mistaken, but as a competing historical model for how sincere witnesses could have combined memories from different Cold War military activities into a single, much earlier narrative.
