How the cover story worked

The weather balloon explanation succeeded because it relied on a partially true statement rather than a completely fabricated one.

Project Mogul used weather balloons as part of its flight system. A simple description that the recovered material came from a weather balloon therefore contained an element of truth while omitting the classified mission.
